  19. Clause C.1, Performance-Based Statement of Work, Section 4.0, APPLICABLE DIRECTIVES, states that "the Contractor shall fully comply with applicable regulations, ORO procedures, and DOE directives…." Some of the directives in this section are outdated. Why are they listed?
  20. L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7 states: "…the Offeror's presentation team shall consist of all of the proposed key personnel who will perform, or personally direct the work described in the (SOW) …" Will the Offeror be penalized if bidding incumbent personnel who will not be available to participate in the oral presentation? May an offeror, other than the incumbent, present qualifications of incumbent employees who are unable to attend the oral presentation if those employees agree to such an arrangement?
  21. Does the definition of the presentation team, provision L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7, preclude participation by the company president or other members of senior management who will be supporting the contract?
  22. Given the likelihood that incumbent key personnel may be named on multiple proposals, there is an opportunity for references to receive surveys for the same person from multiple offerors. Would ORO consider this requirement met if a completed survey is received from the same reference for the same key personnel regardless of which offeror the survey was submitted for?
  23. Does the DOE support small company - large company teaming for this procurement?
  24. After interviewing the current support staff, if the winning company determines that certain individuals do not fit within the culture of the company, may the company replace these individuals?
  25. Is there cable plant documentation? AutoCAD? Is this the responsibility of the contractor?
  26. Is the information backed up on tape? Is it at a remote location?
  27. Whose responsibility is computer security?
  28. What is the backbone FDDI, G-Ethernet?
  29. What is the type of servers (Dell, Compaq, etc.)?
  30. Who runs the cable within the computer network center?

  32. Where may we obtain a list of the current employees performing on this contract? Will the names and phone numbers for current employees be provided so we can evaluate qualifications?

  34. Where are the approximately 1,000 users as listed in the Statement of Work?
  35. Who is responsible for tagging new equipment - receiving, or is this a separate task?
  36. What is the equipment tracking software?
  37. How many references are required per key personnel and if a key person is a current employee of the offeror, can the offeror be used as a reference?
  38. Section L.20, Proposal Preparation Instructions - General, paragraph (B)(1) of the solicitation references a Volume III - Cost Proposal. Detailed instructions are provided in RFP sections L.21, L.22, and L.23 for Volumes I (which require B - Tables) and Volume II, but there are no detailed instructions provided for Volume III. Are we to assume that we are only to provide detail from Section B in Volume I regarding price information, or does the DOE-ORO require a separate volume for pricing as well? Please clarify or provide detailed cost instructions.
  39. Section L.23 Proposal Preparation Instructions - Oral Presentations, paragraph 7 states: "… If an Offeror's proposed personnel includes current employees of the incumbent contractor, those individuals may participate in the oral presentation." Does the verb "may" mean that incumbent personnel who otherwise may be interested in future employment with the winning Offeror do not necessarily have to attend the oral presentation? (Rev.1)
  40. Provision L.20, Proposal Preparation Instructions, paragraph (b)(1) states that 3 signed originals and 5 copies of Volume I should be submitted. L.21, Proposal Preparation Instructions, Volume I, Offer and Other Documents, paragraph (b)(2) states that each Volume I should include three signed copies of the contract. Does DOE want three signed copies of the contract in each of the eight copies of Volume I, or does the submittal of three Volume Is with original signatures meet the requirements of L.21(b)(2)?

In accordance with the Federal Acquisition Regulations, offerors are given at least 30 days to submit proposals.

The Government contemplates award of a time-and-material, indefinite-delivery indefinite-quantity contract resulting from this solicitation.

7. Can you please provide a list of key personnel for this solicitation?

The offeror should identify the names of its own proposed key personnel for this effort in section H, clause ORO H70, Key Personnel. The government does not require any specific numbers or position titles for key personnel. Section L, Provision ORO L155 Proposal Preparation Instructions, under Criterion 2, Key Personnel, provides instructions for submitting the required information for evaluation of the proposed key personnel.

Yes.

9. How does work flow from customer to Help Desk to resolution?

The customers may contact the Help Desk in various ways, including e-mail or telephone; however, all requests must be recorded in the ADP Request Log. The contractor should establish processes and procedures for the resolution of Help Desk requests. Refer to clause C.1 Performance-Based Statement of Work in the RFP for performance measures for the Help Desk function.

10. Is the Emergency Operations Center on a separate network?

No.

11. Is the equipment Gateway or Dell? Is it owned or leased?

The equipment consists of Gateway, Dell, and Alpha. The Gateway equipment is leased, the remainder of equipment is owned.

12. How many people have access to the Computer Network Center besides the IT support service contractor? Is there a requirement for 24-hour coverage of this room? Does MRC have subcontractors with access to this room?

Access is granted to this room only on an "as needed" basis. In addition to those MRC personnel with access, there are approximately 2 - 3 DOE/Oak Ridge Financial Service Center employees, 4 other DOE contractor employees, and DOE Maintenance personnel with room access. There is no requirement for 24-hour coverage of this room. MRC has no subcontractors with access to this room.

13. Is the data backup responsibility for the Oak Ridge Financial Service Center performed under a separate contract?

Yes. All other backup is the information technology support service contractor's responsibility.

16. Is there a requirement for a right of first refusal for incumbent employees?

There is not a requirement; however, the Offeror shall consider the qualifications of incumbent employees in filling employment positions. Refer to provision L.9 Human Resources Consideration, Amendment 001 of the RFP.

17. Is there an organization chart for the support?

The Offeror should establish its own organizational chart for accomplishing the requirements of the RFP. See provision L.22 Subcriterion 1.a. Organization and Management.

18. How do users remotely access information away from their desktop environment?

Users may remotely access information via a dial-up network access type called Point-to- Point Protocol.

19. Clause C.1, Performance-Based Statement of Work, Section 4.0, APPLICABLE DIRECTIVES, states that "the Contractor shall fully comply with applicable regulations, ORO procedures, and DOE directives…." Some of the directives in this section are outdated. Why are they listed?

Directives are constantly being reissued, amended, and replaced. Although some of the directives listed in the statement of work may be outdated, DOE expects the successful offeror to comply with them, as well as any additional directives that are required by task orders. When directives are reissued, amended, or replaced, a modification will be made to the contract or applicable task order to reflect the change.

20. L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7 states: "…the Offeror's presentation team shall consist of all of the proposed key personnel who will perform, or personally direct the work described in the (SOW) …" Will the Offeror be penalized if bidding incumbent personnel who will not be available to participate in the oral presentation? May an offeror, other than the incumbent, present qualifications of incumbent employees who are unable to attend the oral presentation if those employees agree to such an arrangement?

The RFP lists specific ground rules for oral presentations. "…failure to adhere to the ground rules may be considered by the Government as an indication of lack of competency and may be considered a weakness." As stated in Provision L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7, "The Offeror's presentation team shall consist of all of the proposed key personnel who will perform or personally direct the work…Proposed personnel shall make that portion of the presentation relating to the work they will be performing."

21. Does the definition of the presentation team, provision L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7, preclude participation by the company president or other members of senior management who will be supporting the contract?

No, as long as the requirements in paragraph 7 are met.

22. Given the likelihood that incumbent key personnel may be named on multiple proposals, there is an opportunity for references to receive surveys for the same person from multiple offerors. Would ORO consider this requirement met if a completed survey is received from the same reference for the same key personnel regardless of which offeror the survey was submitted for?

M.3, Evaluation Criteria, Criterion 2, states that "the Government may consider information in other forms and from any source, and may conduct past performance evaluation of key personnel from any number of returned Key Personnel past performance surveys." Since different references may be listed in another offer, and since the Key Personnel Past Performance Survey, Section L Attachment 4, must identify the name of the Offeror for which the person is proposed, the Offeror should not rely on key personnel past performance information being submitted by other offerors.

23. Does the DOE support small company - large company teaming for this procurement?

As long as the requirements of clause I.19, 52.219-14, Limitations on Subcontracting, are met, DOE has no preference with the size of the teaming partner.

24. After interviewing the current support staff, if the winning company determines that certain individuals do not fit within the culture of the company; may the company replace these individuals?

Refer to provision L.9, Human Resources Considerations, which states that, "The determination of qualifications and decision to hire an incumbent employee rests solely with the Offeror."

25. Is there cable plant documentation? AutoCAD? Is this the responsibility of the contractor?

Yes, cable plant documentation does exist. It is the responsibility of DOE's prime telecommunications contractor and will not be provided to the IT support services contractor.

The information is backed up on tape. Backup tapes are not stored at a remote location.

27. Whose responsibility is computer security?

The responsibility of computer security is a joint effort between DOE and the IT support services contractor.

28. What is the backbone FDDI, G-Ethernet?

At this time both are in use. However, ORO is in the process of migrating from a FDDI network to a Gigabit Ethernet network.

29. What is the type of servers (Dell, Compaq, etc.)?

ORO uses Dell, Compaq, Gateway, and SUN servers.

30. Who runs the cable within the computer network center?

DOE's prime telecommunications contractor, Qwest, is responsible for running all communication lines. The IT contractor is responsible for auxiliary type connections, i.e. patch cables.

31. Is the Operating System Windows NT or UNIX?

Operating systems include NT 4.0, UNIX, and Window95+.

32. Where may we obtain a list of the current employees performing on this contract? Will the names and phone numbers for current employees be provided so we can evaluate qualifications?

Refer to Amendment 001 of the RFP, L.9, Human Resources Considerations, which states that "Upon award of the contract, the Department of Energy will provide the names of all incumbent personnel to the successful offeror so that they may arrange for on-site interviews."

33. Will Government furnished equipment and space be provided for all contract employees?

Yes. Refer to clause H.13, ORO H95 Government Property Alternate II.

34. Where are the approximately 1,000 users as listed in the Statement of Work?

The majority of the users are located in the Federal Building and 55 Jefferson Circle. The users are based on accounts and are not necessarily the number of employees.

35. Who is responsible for tagging new equipment - receiving, or is this a separate task?

This is a separate task. Another support contractor receives and logs new equipment into the equipment tracking system (see next question).

36. What is the equipment tracking software?

The software is Property Management System (PRISM). PRISM was developed and is maintained by BWXT-Y12. ORO and several other contractors use this software for equipment tracking. However, ORO is currently piloting commercial off-the-shelf software from Tally Systems.

37. How many references are required per key personnel and if a key person is a current employee of the offeror, can the offeror be used as a reference?

Refer to the sample resume, Section L - Attachment 3 of the RFP. The Reference section requires "three references that have knowledge of the individual's performance within the past five years. Client or customer references are preferred."

38. Section L.20, Proposal Preparation Instructions - General, paragraph (B)(1) of the solicitation references a Volume III - Cost Proposal. Detailed instructions are provided in RFP sections L.21, L.22, and L.23 for Volumes I (which require B - Tables) and Volume II, but there are no detailed instructions provided for Volume III. Are we to assume that we are only to provide detail from Section B in Volume I regarding price information, or does the DOE-ORO require a separate volume for pricing as well? Please clarify or provide detailed cost instructions.

Detailed instructions for Volume III are provided in provision L.24, 52.215-20 Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data, Alternate IV.

Does the verb "may" mean that incumbent personnel who otherwise may be interested in future employment with the winning Offeror do not necessarily have to attend the oral presentation? (Rev. 1)

The word "may" in this context means that incumbent personnel who are proposed as key personnel by an offeror are not precluded by DOE from participating in the oral presentation. Paragraph 7 of Provision L.23, PROPOSAL PREPARATION INSTRUCTIONS – ORAL PRESENTATIONS, further states, "The Offeror’s presentation team shall consist of all of the proposed key personnel who will perform or personally direct the work described in the statement of work…. Proposed personnel shall make that portion of the presentation relating to the work they will be performing." Also, please refer to Provision L.22, PROPOSAL PREPARATION INSTRUCTIONS – VOLUME II, TECHNICAL AND BUSINESS MANAGEMENT PROPOSAL, Subsection, Oral Presentation Topics, Criterion 2: Key Personnel, for further instructions and requirements.

Only three original signed contracts are requested by DOE. The submittal of the signed contract in three originals in Volume I will meet the requirements of provision L.21. The remaining five copies do not have to be signed originals.
