The offeror should identify the names of its own proposed key personnel for this effort in section H, clause ORO H70, Key Personnel. The government does not require any specific numbers or position titles for key personnel. Section L, Provision ORO L155 Proposal Preparation Instructions, under Criterion 2, Key Personnel, provides instructions for submitting the required information for evaluation of the proposed key personnel.

The customers may contact the Help Desk in various ways, including e-mail or telephone; however, all requests must be recorded in the ADP Request Log. The contractor should establish processes and procedures for the resolution of Help Desk requests. Refer to clause C.1 Performance-Based Statement of Work in the RFP for performance measures for the Help Desk function.

The equipment consists of Gateway, Dell, and Alpha. The Gateway equipment is leased, the remainder of equipment is owned.
Access is granted to this room only on an "as needed" basis. In addition to those MRC personnel with access, there are approximately 2 - 3 DOE/Oak Ridge Financial Service Center employees, 4 other DOE contractor employees, and DOE Maintenance personnel with room access. There is no requirement for 24-hour coverage of this room. MRC has no subcontractors with access to this room.
Yes. All other backup is the information technology support service contractor's responsibility.

Yes, the IT support services contractor supports the ORO network e-mail system and the DOEnet.
There is not a requirement; however, the Offeror shall consider the qualifications of incumbent employees in filling employment positions. Refer to provision L.9 Human Resources Consideration, Amendment 001 of the RFP.
The Offeror should establish its own organizational chart for accomplishing the requirements of the RFP. See provision L.22 Subcriterion 1.a. Organization and Management.
Users may remotely access information via a dial-up network access type called Point-to- Point Protocol.
Directives are constantly being reissued, amended, and replaced. Although some of the directives listed in the statement of work may be outdated, DOE expects the successful offeror to comply with them, as well as any additional directives that are required by task orders. When directives are reissued, amended, or replaced, a modification will be made to the contract or applicable task order to reflect the change.
The RFP lists specific ground rules for oral presentations. " failure to adhere to the ground rules may be considered by the Government as an indication of lack of competency and may be considered a weakness." As stated in Provision L.23, Proposal Preparation Instructions - Oral Presentations, paragraph 7, "The Offeror's presentation team shall consist of all of the proposed key personnel who will perform or personally direct the work Proposed personnel shall make that portion of the presentation relating to the work they will be performing."
No, as long as the requirements in paragraph 7 are met.
M.3, Evaluation Criteria, Criterion 2, states that "the Government may consider information in other forms and from any source, and may conduct past performance evaluation of key personnel from any number of returned Key Personnel past performance surveys." Since different references may be listed in another offer, and since the Key Personnel Past Performance Survey, Section L Attachment 4, must identify the name of the Offeror for which the person is proposed, the Offeror should not rely on key personnel past performance information being submitted by other offerors.
As long as the requirements of clause I.19, 52.219-14, Limitations on Subcontracting, are met, DOE has no preference with the size of the teaming partner.

Yes, cable plant documentation does exist. It is the responsibility of DOE's prime telecommunications contractor and will not be provided to the IT support services contractor.
The information is backed up on tape. Backup tapes are not stored at a remote location.
The responsibility of computer security is a joint effort between DOE and the IT support services contractor.
At this time both are in use. However, ORO is in the process of migrating from a FDDI network to a Gigabit Ethernet network.
ORO uses Dell, Compaq, Gateway, and SUN servers.
DOE's prime telecommunications contractor, Qwest, is responsible for running all communication lines. The IT contractor is responsible for auxiliary type connections, i.e. patch cables.
Operating systems include NT 4.0, UNIX, and Window95+.
Refer to Amendment 001 of the RFP, L.9, Human Resources Considerations, which states that "Upon award of the contract, the Department of Energy will provide the names of all incumbent personnel to the successful offeror so that they may arrange for on-site interviews."

The majority of the users are located in the Federal Building and 55 Jefferson Circle. The users are based on accounts and are not necessarily the number of employees.
This is a separate task. Another support contractor receives and logs new equipment into the equipment tracking system (see next question).
The software is Property Management System (PRISM). PRISM was developed and is maintained by BWXT-Y12. ORO and several other contractors use this software for equipment tracking. However, ORO is currently piloting commercial off-the-shelf software from Tally Systems.
Refer to the sample resume, Section L - Attachment 3 of the RFP. The Reference section requires "three references that have knowledge of the individual's performance within the past five years. Client or customer references are preferred."

The word "may" in this context means that incumbent personnel who are proposed as key personnel by an offeror are not precluded by DOE from participating in the oral presentation. Paragraph 7 of Provision L.23, PROPOSAL PREPARATION INSTRUCTIONS ORAL PRESENTATIONS, further states, "The Offerors presentation team shall consist of all of the proposed key personnel who will perform or personally direct the work described in the statement of work . Proposed personnel shall make that portion of the presentation relating to the work they will be performing." Also, please refer to Provision L.22, PROPOSAL PREPARATION INSTRUCTIONS VOLUME II, TECHNICAL AND BUSINESS MANAGEMENT PROPOSAL, Subsection, Oral Presentation Topics, Criterion 2: Key Personnel, for further instructions and requirements.
Only three original signed contracts are requested by DOE. The submittal of the signed contract in three originals in Volume I will meet the requirements of provision L.21. The remaining five copies do not have to be signed originals.
