1. Section J.

Are the cylinder handling equipment such as straddle buggies, Allied Wagner handlers, flat beds and cranes/rigging fixtures for handling the non-standard cylinders being provided for the contractor as GFE? How about all in-use and excess saddles inventory?

Only the equipment specified in Section J, Attachment L of the RFP is provided. The RFP does not contain a quantitative listing of in-use and excess saddles. All saddles belonging to DOE at the time of contract transition of the Cylinder S&M task will become the responsibility of the Contractor.

2. Section J, Attachment G Site Characterization Project Data for Paducah and Portsmouth Facilities

If the diffusion plant is shut down as planned, will DOE continue to operate support utilities, sewer system, etc.?

If the diffusion plant is closed mid-01, who will be operating the utilities?

Please explain again how power will be supplied. Russ [Vranicar] said the contracts for power are expiring in the next few years. Does this mean there will be no power available at the sites after these dates? Will the power lines be available?

Has DOE negotiated with USEC at Portsmouth to maintain utilities to the site when the Portsmouth site goes on standby?

Can the Steam Plant at PORTS be operated by the Contractor after shutdown?

DOE will continue to assure utilities services availability at the Portsmouth and Paducah Plant sites when/if a diffusion plant is returned to DOE from USEC, and when power contracts expire. The exact approach for continuation of utilities services at the sites is not known at this time. There may be overall net benefit to the Government for utilities to be obtained by one entity for the benefit of all site contractors, or for various site users of utilities to individually acquire the necessary services. It should be noted, however, that prospective contractors for this contract will be fully responsible for the provision of utilities to their sites/facilities and arranging for such utilities services as provided for by DOE or other sources.

3A. Section J, Attachment G, DUF6 Site Characterization Project Data for the Paducah and Portsmouth Facilities

[Consolidated Question] Numerous questions have been submitted regarding available utilities at the sites, and their associated unit costs/charges, capacities, and availability/locations.

Site utility information is available on the RFP website in Section J, Attachment G, DUF6 Site Characterization Project Data for the Paducah and Portsmouth Facilities, in Appendix D. A limited supply of CD versions of this document are also available at the Public Reading Rooms in Oak Ridge, Paducah, and Portsmouth. No portion of utilities capacities at either site are “reserved” for the DUF6 Conversion Facilities. It is noted that a few of the site utilities are not as fully characterized as others, particularly with regard to operating unit costs. Supplemental information is being assembled for these areas and should be available in early January, 2001.

[Consolidated Question] Numerous questions have been submitted regarding available utilities at the sites, and their associated unit costs/charges, capacities, and availability/locations.

[Follow-up to previously posted consolidated utilities question above] Please reference our previous response posted 12-22-2000. Operating unit costs for some available utilities have previously been available in Section J, Attachment G, DUF6 Site Characterization Project Data for the Paducah and Portsmouth Facilities. Supplemental unit cost information (as of September, 2000) has been obtained regarding the following utilities listed below:

Portsmouth

Steam Cost: $0.009/lb

Nitrogen Cost: $0.08/cuft (gas), $60 - 70/ton (liquid)

Compressed Air: $250.00/scfm

Telecommunications: $25.82/month basic service

$10.50/month voice mail

$0.10/min avg. long distance rate

Paducah

Telecommunications: $30.88/month basic service

$5.25/month voice mail

Are the hand-held computers used for cylinder management being provided for the contractor as GFE?

Yes. Refer to Section J, Attachment L, for GFE.

Will the equipment used for transfer of cylinder contents (autoclaves) at Paducah and Portsmouth be made available as GFE?

The DOE autoclaves at Paducah and Portsmouth are leased to USEC for enriching operations and are not available as GFE under this project.

Yes, the Government Furnished Property listed in Section J, Attachment L is provided at no charge.

All GFE listed in Section J, Attachment L, shall be available to the Contractor upon transition of the cylinder management scope on (1) year prior to the start of operations at no charge.

9. J. Att. O. Performance Guarantee Agreement The Performance Guarantee provided in Section J, Attachment O includes no signature provisions. Is it DOE's intent that the Offeror's signature on the SF33 also serve as the signature for all documents in Volume I, including the Performance Guarantee? The following sentence was inadvertently omitted from the Performance Guarantee Agreement. "In witness thereof, Guarantor has caused this Performance Guarantee Agreement to be executed by its duly authorized officer, and its corporate seal to be affixed hereto on Date." Including signature line. A signature on this Performance Guarantee Agreement is required. Please add the sentence as above, and Name of Corporation, Name and Position of Official Executing Performance Guarantee Agreement on Behalf of Guarantor, and Corporate Seal at the end of the clause. A modification to the RFP to this effect will be issued in the future. 11/21/00
