The board is composed of up to 22 members, chosen to reflect the diversity of gender, race, occupation, views, and interests of persons living near the U.S. Department of Energy's Oak Ridge Reservation. Members are appointed by DOE and serve on a voluntary basis, without compensation, for a 2-year term. ORSSAB bylaws limit members to three consecutive 2-year terms.
Applications for membership are accepted at any time and are actively solicited through a variety of media during specific recruitment periods, which typically occur every three to four years. Technical expertise is not required for board membership, as a broad spectrum of backgrounds and viewpoints is desired. Applicants need not be Oak Ridge residents, and residents from the counties affected by DOE operations are encouraged to apply. These counties include Anderson, Blount, Campbell, Knox, Loudon, Meigs, Morgan, Roane, and Union.
All applicants are welcome to actively participate in board activities and meetings as members of the public whether or not they are appointed as members of the board. Applicants and all members of the public may fully participate in committee meetings, including voting.
