Membership
MEMBERSHIP
SELECTION PROCESS
ORSSAB has one of the most rigorous selection processes in the DOE complex, which
assures that the board adequately represents the diversity of the area surrounding the Oak
Ridge Reservation. The board is composed of up to 20 members, chosen to reflect the
diversity of gender, race, occupation, views, and interests of persons living near the
reservation. Members are appointed by DOE and serve on a voluntary basis, without
compensation for a 2-year term. ORSSAB bylaws limit members to 3 consecutive 2-year terms.

Non-voting liaisons to the board include representatives from DOE-Oak Ridge, the U.S. Environmental Protection Agency Region 4, and
the Tennessee Department of Environment and Conservation. These liaisons advise the
board on the policies and views of the agency the represent. Two non-voting student participants
also serve on the board to represent the viewpoints and concerns of area youth.
BIOGRAPHIES
Following are biographies of current board members.

Darrell Akins
Darrell is the co-owner of AkinsCrisp
Public Strategies—a 20-year-old strategic communications firm with
offices in Oak Ridge; Nashville; Huntsville, Alabama; and Washington,
D.C.A U.S. Army veteran,
Darrell began his professional career on the staff of Knoxville Mayor
Kyle Testerman and then as a vice president of the Bank of Maryville. In
1979 he joined the administration of Governor Lamar Alexander as Deputy
Commissioner of Human Services and then as Deputy Commissioner
of Transportation. At the age of 31 he became the youngest member of the
governor’s cabinet with his appointment as Commissioner of Personnel.
Following his state service, he
became chief executive officer of the Greater Knoxville Chamber of
Commerce, where he organized efforts to achieve regional cooperation in
economic development in the Knoxville-Oak Ridge region.

Darryl Bonner
Darryl is an engineer with 13 years experience in emergency management,
facility management, pollution prevention, environmental compliance, and
industrial hygiene. He is employed by Bechtel Jacobs Company, LLC, in
Oak Ridge as the Emergency Management Task Lead. He holds a B.S. in
chemical engineering from Washington University in Saint Louis and an
M.S. in public health from the University of Alabama. Darryl resides in
Oak Ridge.

John Coffman
John is the president of DeNuke Services
in Oak Ridge, which provides technical support services to contractors
and subcontractors on DOE sites. He is a Certified Health Physicist and
has worked in radioactive waste management and remediation activities
for over 25 years. John lives in Clinton and is a member of the Oak
Ridge Chamber of Commerce, ETEBA, the American Nuclear Society, and the
Health Physics Society.

Steve Dixon
Steve is the owner of Spectra Environmental Group, which provides
environmental services to over a thousand small businesses in the
region. He has worked as the Director of Management for the Metro Knox
Airport Authority and as the Finance Director for the Knoxville
Community Development Corp. Steve received his B.S. in Business from
U.T. Martin, and followed up with graduate-level course work in Planning
at U.T. Knoxville, and Environmental and OSHA Studies at Georgia Tech.
Steve is a Louisville resident and an 18-year member of the Blount
County Chamber of Commerce. He is a member of Ducks Unlimited and enjoys
boating and working with scouts and youth soccer.

Bob Hatcher
Bob is a research scientist and distinguished professor in the
Department of Earth and Planetary Sciences at the University of
Tennessee-Knoxville. He worked 14 years under a joint appointment
between UT and Oak Ridge National Laboratory as part of the UT/ORNL
Distinguished Scientist Program. He received his BS in geology and
chemistry and his MS is geology at Vanderbilt University. He earned his
doctorate in structural geology from
UT-Knoxville.He was the senior
author of the early 1990s ORNL effort to produce a new geologic map and
report on the geology of the Oak Ridge Reservation. He has also
conducted geologic research in the Appalachians and other mountain
chains for 45 years, resulting in more than 200 publications, including
nine books.
He received the highest honors in his
profession when he was awarded the Geological Society of America Penrose
Medal and the American Geological Institute Ian Campbell Medal, both in
2006.
Bob and his family have lived in Oak
Ridge for more than 20 years.

Charles Jensen
Charles is the owner and manager of Diversified Technologies in
Knoxville, which manufactures, designs, and services wastewater
treatment systems for nuclear power plants. He has founded three
technology companies, one of which is listed on the NASDAQ, and is
currently operating the third. He has developed two patents and has two
more pending, and he has authored and presented several technical papers
regarding waste processing in the commercial nuclear industry. Charles
lives in Knoxville.

Betty Jones
Betty is employed by B&W Technical Services Y-12 as a Chemical
Operations Relief Supervisor at the Y-12 National Security Complex. She
holds an Associates Degree in Applied Science in Environmental Health
Technology from Roane State Community College and a B.S. in
Organizational Management from Tusculum College, both in Tennessee. She
has also received supplemental training in environmental management and
Occupational Safety and Health Administration laws and regulations.
Betty lives in Oak Ridge.

Edward Juarez
Ed is a retired utility worker who was employed at the commercial Fermi
2 nuclear reactor site in Michigan for approximately 15 years as a
trainer, outage management expeditor, and maintenance senior planner. He
supervised nuclear simulator training and spent numerous hours in
training in a wide variety of nuclear subjects and disciplines. He
received his Associate of Science degree in Applied Science and his B.A.
in Sociology from Madonna University in Michigan, and his M.A. in
Criminal Justice from the University of Detroit. He has been a member of
the Knights of Columbus and LaSed Hispanic Community Development. Edward
lives in Loudon.

Ted Lundy
Ted Lundy received his B.S. in engineering physics (1954), M.S. in
metallurgy (1957), and his Ph.D. in metallurgical engineering (1964),
all from the University of Tennessee. He also was a 1958 graduate of the
Oak Ridge School of Reactor Technology. He worked more than 30 years at
Oak Ridge National Laboratory in the Metallurgy Division, later known as
the Metals and Ceramics Division.
Upon
retirement from ORNL in 1988, he joined Tennessee Tech’s Center for
Manufacturing Research and became its director in 1989, retiring from
that position in 2000.
Ted lives in Knoxville, and during the 1970s
he was twice elected to the Knox County Court from a district in the
Cedar Bluff/Farragut area.

David Martin
David is a self-employed engineer
who has worked on a wide range of power engineering assignments
worldwide. His areas of expertise include project management, power
station startup oversight, electrical equipment testing and design
review, and substation construction and maintenance. He is a member of
the Institute of Electrical and Electronic Engineers, the Roane County
Forestry Association, and Friends of the Kingston Library. David lives
in Harriman, where he operates his family’s farm, which is registered
with the Tennessee Century Farms Program.

Steve Mead
Steve is employed by B&W Technical Services Y-12 as a shift technical
advisor at the Y‑12 National Security Complex. He has extensive
experience with nuclear criticality safety, hazardous material storage
and transfer, and emergency management. He has worked with both DOE and
naval nuclear reactors weapons systems, and has made 12 trips to Russian
uranium processing plants as a treaty compliance inspector.
Before moving to Y-12, he worked with
Westinghouse Safety Management Solutions and Lockheed Martin, and in the
Oak Ridge National Laboratory Research Reactors Division.
Steve retired from the Navy in 1987, where
he served as a nuclear submarine department head out of Charleston,
South Carolina, and as the executive officer at Commander Submarine
Force U.S. Atlantic Fleet Representative in Northwood, England. He
also served about four years as a lieutenant colonel with the Tennessee
State Guard.
Currently Steve is
a member of the American Red Cross, the United Veterans of East
Tennessee, and the Oak Ridge Sportsmen Association. He lives in Oak
Ridge.

Gloria Mei
Gloria is a Radiation Safety Specialist at Oak Ridge National
Laboratory, where she manages and conducts program activities in
radiological design and radiation control. Gloria holds a Ph.D. in
Nuclear Engineering from Kansas State University. She is the recipient
of the Fermi Hatchet Award at Kansas State, a diplomate of the American
Board of Health Physics, and an adjunct associate professor of the
Nuclear Engineering Department at the University of Tennessee,
Knoxville. Gloria belongs to several organizations, including the
American Nuclear Society, Health Physics Society, Women in Nuclear, and
the Organization of Chinese Americans. Gloria resides in Oak Ridge.

Lance Mezga
Lance is employed by UT-Battelle as the Project Manager for
Environmental Integration for New Facilities Development at ORNL. He has
more than 30 years experience in waste and environmental management,
including projects and programs involving treatment and disposal of
various waste types, strategic planning, technology development, and
environmental compliance. Lance has served as a technical expert to both
national and international agencies, including DOE, the International
Atomic Energy Agency, and the Organization for Economic Cooperation and
Development. He is a Program Advisory Committee member for Waste Management
Symposium, serving as Co- Chairman of the LLW, Intermediate, and
Hazardous Waste Management Track. He holds an M.S. in geology from Kent
State University. Lance lives in Knoxville.

Ron Murphree
Ron is a registered engineer and certified professional estimator
with 25 years of construction-related experience. Since 1996 he has been
the chief estimator for Denark Construction Company in Knoxville. He is
past president of the Knoxville Downtown Sertoma Club and the Associated
General Contractors, and is active in Knoxville and Knox County
government. Ron has over seven years of active military duty. When not
working, Ron and his wife, Penny, enjoy U.T. sports, cruising Fort
Loudon Lake on their boat, and traveling.

Tim Myrick
Tim is the former Director of Facilities Strategic Planning for UT-Battelle,
where he was responsible for the development of the new ORNL research
campus. He has also worked in the environmental restoration and waste
management fields, serving in senior management roles at ORNL, ETTP, and
the private sector. Tim’s community involvement activities include the
Red Cross, Habitat for Humanity, and Big Brothers/Big Sisters. Tim is a
resident of Powell and holds a B.S. degree in Nuclear Engineering and a
M.S. degree in Environmental Engineering.

Bob Olson
Bob Olson is a retired nuclear engineer who lives in the Oak Ridge area.
He has worked at the Savannah River Laboratory as an experimental
physicist and as a probabilistic risk analyst. He worked as a Nuclear
Licensing Engineer for Sargent and Lundy in Chicago. He has worked as a
consultant at K-25, Y-12, and ORNL. He also has experience at the
proposed Yucca Mountain waste repository. He was a registered
Professional Engineer in Illinois and Tennessee for many years. He has
B.S. and M.S. degrees in nuclear engineering from North Carolina State
University and a Ph.D. in applied physics from U.T. Knoxville. He is a
member of the Board of Directors of Clinch River Home Health and is
active in the Oak Ridge Institute for Continued Learning, where he is a
trip planner and the moderator of the Philosophical Society.

Maggie Owen
Maggie is employed by Safety and Ecology Corporation (SEC) RADCON
Alliance as a Health Physics Supervisor at the Oak Ridge National
Laboratory and Y-12 National Security Complex. For the last 13 years,
she has worked at the Oak Ridge Reservation in deactivation and
demolition of radiological facilities, surveillance and maintenance,
emergency response, and as a Health Physics Specialist assigned to the
Melton Valley Closure Project. Prior to moving to Tennessee, Maggie
worked as a Health Physics Technician in commercial nuclear facilities.
She is a member of the Health Physics Society and the National Registry
of Radiation Protection Technologists. Maggie is president of GooD DeeDs
of Oak Ridge, Inc., a 501(c)(3) organization. She received her B.S. in
Political Science from Francis Marion University in South Carolina.
Maggie lives in Oak Ridge with her husband and three sons.

Josh Pratt
Josh is one of two student representatives to the board. He is a
senior at Hardin Valley Academy. He was accepted to the Tennessee
Governor's School for the Sciences and Engineering 2009. After high
school he plans to major in chemistry in college and go on to graduate
school. He enjoys running and outdoor activities and is an advocate for
conservation. He is a member of the Hardin Valley track program. |

Sondra Sarten
Sondra is the owner of RS Construction and Fabrication in Lenoir
City, which provides fabricated metal products and construction services
to a variety of companies and organizations, including DOE, NOAA, BNG
America, and U.T.-Battelle. She also worked as a cost estimator for
Lockwood Greene at various DOE sites, such as K-25 and Weldon Spring.
Sondra is a Lenoir City resident and is active in church and civic
organizations, including the Girl Scouts.

Sidney Sherrill
Sidney is one of two student representatives to the board. She is a
senior at Oak Ridge High School where she is active in the Environmental
Club and Interact Club and is a member of the Student Council and
Recycling Committee. She is active in the community through youth
service projects organized by the Oak Ridge Unitarian Universalist
Church. After high school she plan to major in environmental
engineering. |

Steve Stow
Steve is recently retired from U.T.-Battelle, where he worked as
Director of the American Museum of Science and Energy in Oak Ridge. He
holds a B.S. in Geology from Vanderbilt University and M.S. and Ph.D.
degrees in Geochemistry from Rice University, and has been involved with
remediation and land use issues on the Oak Ridge Reservation for 25
years. He was also a professor of geological sciences for 11 years in
Alabama and an adjunct professor with the University of Tennessee. He is
the author or co-author of over 70 publications and numerous reports. He
is active in professional organizations and is a fellow in the American
Association for the Advancement of Science and the Geological Society of
America and is an active participant in the American Chemical Society’s
Speakers Tour. Steve lives in Knoxville.

Kevin Westervelt
Kevin is the Civil/Structural Engineering Department Manager at Mesa
Associates in Knoxville. He is a member of the Tennessee Structural
Engineers Association and has 25 years of experience in civil/structural
engineering, 2 years of experience relating to site environmental
compliance, and special project experience with the University of
Tennessee relating to the remediation of the contaminated Coster Shop
Rail Yard Facility. He holds a B.S. degree in civil engineering from
Purdue and has completed eleven master’s level courses in Environmental
Engineering at the U.T. Evening School. He is a licensed Professional
Engineer in several states and was born and raised in Northwest Indiana
in the Chicagoland region. He has resided in Knoxville since 1988 and is
married and has three children. His main hobby is coaching AAU
basketball. Another hobby was being a sportswriter for the Farragut
Press weekly newspaper from 1995 to 1999.
