Accelerated Closure Projects

Melton Valley Closure
The closure of Melton Valley is to be accomplished by September 30, 2006 at a cost of $250 million (M). The activities associated with this subproject include closure of 2 million curies of radioactivity in place under 128 acres of caps; removal of spent nuclear fuel from Melton Valley; selective removal of ~79,000m3 of contaminated soils and sediments; removal of 204 buried casks of TRU waste; plugging and abandonment of over 700 wells; demolition of 35 structures; restoration of 4 acres of wetlands; and defueling of Molten Salt Reactor Experiment.

ETTP Closure
The closure of the ETTP is to be accomplished by September 30, 2008, at a cost of $746M. The major activities associated with the closure and allowing for future use as a private industrial park include demolition or title transfer to the Community Reuse Organization of East Tennessee of nearly 500 facilities; disposition of approximately 6,400 UF6 cylinders; soil, buried waste, and groundwater remediation of potentially 2,000 acres; disposition of approximately 26,000 yd3 of legacy waste; removal of non-EM materials such as lithium and fuel pins; and integration with reindustrialization efforts.

Balance of Reservation Closure
Balance of Reservation (BOR) activities are to be completed by September 30, 2008 at a cost of $734M. BOR entails the completion of four high priority risk-reduction projects at Y-12, five at ORNL, and three offsite. It also encompasses waste management for ORNL, Y-12 and ETTP; disposal of all legacy low level waste and legacy industrial waste stored on the ORR by September 30, 2005; disposal of all other legacy waste stored on the ORR by September 30, 2008; infrastructure surveillance and maintenance, general site operations, and planning for the remainder of EM actions in Oak Ridge.
