ANNOUNCEMENTS

January 17, 2013

The U.S. Department of Energy’s (DOE) Oak Ridge Office (ORO) has awarded a $181,672,893 protective force services contract to National Strategic Protective Services, LLC (NSPS).

“We are pleased to welcome NSPS as a part of the Department of Energy team in Oak Ridge,” said Larry Kelly, Oak Ridge Office manager.  “We evaluated the proposals and it was clear to us that NSPS is the right company for this difficult and important job.” 

NSPS is responsible for providing protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, the Joe L. Evins Federal Building, and the balance of the Oak Ridge Reservation, not including the Y-12 National Security Complex.

NSPS is a joint venture between Triple Canopy, Inc. and Securiguard, Inc. with Santa Fe Protective Services, Inc. as its subcontractor. Santa Fe Protective Services, Inc. is a woman owned small business.   NSPS and Triple Canopy, Inc. are located in Reston, Virginia. Securiguard, Inc. is located in McLean, Virginia. Santa Fe Protective Services is located in Santa Fe, New Mexico. The NSPS General Manager for this contract is Greg McDowell. The contract period of performance is five years, which includes a three year base and a two year option period.

There is a 60-day transition period that begins January 22, 2013.

The Department of Energy Oak Ridge Office (DOE-OR) has released  Questions and Answers dated October 10, 2012 related to the amended final Request for Proposal (RFP), Amendment 4. Also, Section L, Provision NNS-L-1004, Proposal Preparation Instructions:  Volume III – Cost Proposal, of the amended final Request for Proposal, Amendment 4, provides for the Department of Energy (DOE) to engage a Certified Public Accounting firm to audit any information provided in this volume or additional financial information provided by the offeror.  As such, DOE has engaged the services of KPMG LLP (KPMG) to conduct these audits and will likely perform fieldwork audits beginning the week of October 22, 2012, for proposals received.  The audit services will likely be required on aspects of the pricing submitted by your teaming partners and subcontractors, as well.  After DOE has received the proposals, KPMG may perform certain inquiries related to your proposal prior to audit fieldwork for audit planning purposes. 

DOE has obtained appropriate confidentiality and non-disclosure statements from the KPMG auditors in order to ensure the confidentiality of your company’s proprietary financial information. 

This announcement is to provide advance notification for your planning purposes and to request your cooperation in this matter.

September 20, 2012

To request a copy of the Government Furnished Property Listing identified in Attachment J-12, the Offeror shall follow the instructions located in the “Reading Room” located on the right menu bar. The RFP will be amended to reflect this change.

The Department of Energy Oak Ridge Office (DOE-OR) has issued an amendment to the “NNSA Pantex/Y-12 National Security Complex and DOE Oak Ridge Consolidated Protective Force Services” Final Request for Proposal (RFP), DE-SOL-0003552, revising the title to “DOE Oak Ridge Office Protective Force Services.” DOE-OR is seeking the award of a cost plus award fee contract, under full and open competition, to a single contractor. The contract shall be for a 5-year period; a 3-year base and one 2-year option. The amended final RFP is posted on the acquisition webpage (www.oakridge.doe.gov/external/pforce-seb); FedConnect (www.fedconnect.net) and FedBizOpps (FBO) (www.fedbizopps.gov), under Solicitation No. DE-SOL-0003552. Paper copies of the amended final RFP will not be provided. Offerors are advised to monitor the acquisition webpage.

In accordance with Section L, NNS-L-1017, “Intent to Propose,” offerors who intend to submit a proposal are requested to submit their intent within 5 business days after release of the RFP. Comments or questions related to the RFP will be accepted in accordance with the instructions set forth in Section L, DOE-L-1001, “Questions Concerning this Solicitation.” Proposals are due NO LATER THAN 1:00 pm ET on October 12, 2012, in accordance with provision NNS-L-1000, “Proposal Submission Address and Due Dates of Offeror’s Proposal.”

Offerors are reminded that this acquisition may experience further delays, be revised or cancelled at any time during the solicitation or final award process and is subject to the availability of funds. Offerors are reminded of the requirement to acknowledge all amendments (if any) on the SF 33 and to submit electronically in FedConnect. DOE Oak Ridge has answered the questions received related to the DRAFT PWS. The Questions and Answers can be located under "Questions and Answers" on the right menu bar. This does not constitute an amendment to the RFP. The FINAL PWS will be included in the RFP amendment. The anticipated release date for the amended RFP is September 7, 2012.

August 23, 2012

The DRAFT Performance Work Statement (PWS) for the DOE Oak Ridge Office Protective Force Services is being released for the public's information. The DRAFT PWS can be found under "Reading Room" on the right menu bar. All questions related to the draft PWS need to be submitted to the DOE, via DOEORO.Proforce.SEB@oro.doe.gov, by 4 pm ET on August 28, 2012. The release of the DRAFT PWS does not constitute an amendment to the RFP. The FINAL PWS will be included in the RFP amendment. The anticipated release date for the amended RFP is September 7, 2012.
