Notice of Intent to Allow One-on-One Exchanges with Potential Offerors with respect to PNNL Draft RFO DE-RP05-08OR23300
The Department of Energy (DOE) is expanding the scope of the Public Comment on the PNNL Draft Request for Proposals (RFP) by inviting interested potential offerors to conduct one-on-one exchanges with appropriate members of the Source Evaluation Board (SEB). The one-on-one exchanges are principally intended to afford potential offerors the opportunity to direct specific questions, comments and concerns related to the Draft RFP to the SEB. However, the SEB may, at its discretion, respond substantively to any such questions, comments or concerns either during the one-on-one exchange or shortly thereafter orally or in writing. Any such response(s) may be directed solely to the potential offeror that raised the question, comment or concern, or may be posted on IIPS and the RFP website, as appropriate. The identity of the organization and/or individual submitting questions will not be revealed. In providing any responses, DOE will be guided by the principles of 48 CFR § 15.201(f), which provides in part that:
When specific information about a proposed acquisition that would be necessary for the preparation of proposals is disclosed to one or more potential offerors, that information must be made available to the public as soon as practicable, but no later than the next general release of information, in order to avoid creating an unfair competitive advantage. Information provided to a potential offeror in response to its request must not be disclosed if doing so would reveal the potential offeror's confidential business strategy, and is protected under 3.104 or Subpart 24.2.
The potential offeror who engages in a one-on-one exchange with the SEB must identify all questions that relate to its confidential business strategy. If there is disagreement as to whether the question relates to confidential business strategy, the question will not be answered by the government.
Although the question and comment period on the Draft RFP ends December 10, 2007 prospective Offerors are encouraged to submit questions and comments prior to the November 7, 2007 so that they may be addressed during the presolicitation conference or the one-on-one meetings.
The one-on-one exchanges will be conducted between November 14, 2007 and November 16, 2007 and will consist of 90-minute sessions scheduled on a first-come-first-served basis. The sessions may be conducted telephonically or in person, at the potential offerors’ discretion. In-person sessions will be conducted at the Richland Federal Building. For in-person sessions, each entity is requested to bring no more than 10 individuals.
