The DOE IIPS is the official means of distribution for all information regarding this acquisition. To submit a proposal in response to the solicitation, you must first register in the IIPS. Interested firms should access the IIPS website frequently for RFP related documents, information, changes, updates and schedules.
OPERATION AND MAINTENANCE OF THE OAK RIDGE FEDERAL INTEGRATED TELECOMMUNICATIONS NETWORK
The Department of Energy Oak Ridge Office (DOE-ORO) will conduct a competitive acquisition to acquire the services of a contractor to perform operations and maintenance of the Oak Ridge Federal Integrated Communications Network (ORF-ICN). The successful Offeror will be required to provide a dedicated staff, materials, supplies, equipment, and office facilities necessary for performance.
The ORF-ICN provides a full array of telecommunications services to the DOE at multiple sites/agencies in and around the city of Oak Ridge, including the Joe L. Evins Federal Building, its satellite buildings, Congressional Offices, Oak Ridge National Laboratory (ORNL), Office of Scientific and Technical Information (OSTI), Oak Ridge Institute for Science and Education (ORISE), Oak Ridge Associated Universities (ORAU), the American Museum of Science and Energy (AMSE), and the East Tennessee Technology Park (ETTP). The ORF-ICN also provides services to the NNSA, Y-12 National Security Complex, the Tennessee Valley Authority (TVA), and the U.S. Geological Survey (USGS). Performance under this contract will take place in Oak Ridge, Tennessee. The work is located on the Oak Ridge Reservation and the City of Oak Ridge, Anderson, and Roane Counties, Tennessee.
The acquisition will be conducted as a full and open competition Request for Proposals process resulting in an award to the firm judged best able to satisfy the requirements of the Performance Work Statement.
BACKGROUND AND RELATED INFORMATION
The ORO under the authority of) of the U.S. Department of Energy (DOE), under the authority of the Office of Science (SC), provides the contractual vehicle for all telecommunications resources in support of various programs located on the Oak Ridge Reservation including:
- Office of Science, created by the Energy and Water Development Appropriations Act of 1999, P.L. 105-245, which oversees the nation’s research programs in high-energy physics, nuclear physics, and fusion energy sciences and manages fundamental research programs in basic energy sciences, biological and environmental sciences, and computational sciences. The requirement will provide support to the Oak Ridge National Laboratory, which is DOE’s largest science and energy laboratory.
- Office of Environmental Management (EM), created by Congressional mandate in 1989, which is responsible for cleanup and legacy waste management activities at the DOE field sites.
- National Nuclear Security Agency (NNSA), created by the National Defense Authorization Act, P.L. 106-65, which oversees maintenance of a safe, secure and reliable stockpile of nuclear weapons and associated materials capabilities and technologies, promotion of international nuclear safety and non-proliferation and administration and management of the naval nuclear propulsion program. The NNSA Y-12 National Security Complex is responsible for manufacturing and reworking nuclear weapon components, dismantling nuclear weapon components returned from the national arsenal, serving as the nation's storehouse of special nuclear materials, and providing special production support to other programs.
The DOE-ORO manages these services which are currently provided for the Oak Ridge complex by Qwest Communication Federal Services, Inc. This acquisition provides for a follow-on operations and maintenance (O&M) contract for continuation of voice services on the existing DOE-owned system.
