NEW PADUCAH CITIZENS ADVISORY BOARD
MEMBERS APPOINTED

PADUCAH - Ky. -- Three new members have been appointed, and 13 reappointed, to the Paducah Gaseous Diffusion Plant Citizens Advisory Board by the U.S. Department of Energy. The Board advises the Department on environmental cleanup activities at the Paducah site.

Judith Duff and Rebecca Lambert, both of Metropolis, Ill., were appointed to two-year terms. Reappointed for two-year terms were: Merryman Kemp, Paducah; Judy Ingram, Benton, Ky.; Douglas Raper, West Paducah; Rosa Scott and Jim Smart, both of Paducah; and Bill Tanner, Metropolis. Reappointed for one-year terms were: Nola Courtney, and Vicki Jones, both of Lovelaceville, Ky.; Mark Donham, Metropolis; Ronnie Lamb and Linda Long, both of Kevil, Ky.; Craig Rhodes, Brookport, Ill.; and Gregory Waldrop, Paducah.

In addition, W. Don Seaborg, DOE Paducah Site Manager, appointed John Russell of Bowling Green, Ky., to fill out the term of a member who resigned.

Biographies of New Members

Duff has been a registered nurse for 25 years and now works for Gentiva Health Services, a home health provider in southern Illinois. She holds an associate’s degree from Shawnee Community College and is currently working on a bachelor’s degree. She has an interest in environmental, safety, and health issues.

Lambert has been Executive Director of the Metropolis Chamber of Commerce for two years. She owns commercial property in Metropolis and is a licensed real estate broker. She is a graduate of Metropolis High School and attended Shawnee College. Lambert is a past member of the Metropolis City Council and has been active in numerous community groups, including United Way, Rotary and Christmas in April, which renovates or repairs homes for low-income families.

Russell is chairman of the engineering department at Western Kentucky University. He is a native of West Paducah and is president of the West Kentucky Field Trial Club, which uses the West Kentucky Wildlife Management Area next to the plant for its events. He holds a bachelor of arts degree in physics and math from Murray State University, a master’s of science degree in nuclear physics, and a doctorate in environmental engineering science from the University of Florida.

Biographies of Reappointed and Current Members

Courtney is vice president of nursing at Western Baptist Hospital in Paducah. She lives near Lovelaceville in Ballard County. She holds a bachelor of science degree in biology from Nazareth College, a bachelor of science degree in nursing from Murray State University, and a master’s degree in nursing from the University of Evansville. Before she became a nurse, she taught high school biology. She is active in several professional organizations. Courtney is a charter member of the board and chairs the membership subcommittee.

Donham is a resident of Pope County, Ill. He has been active in environmental issues, including the Paducah Gaseous Diffusion Plant (PGDP), since the mid-1980s. He is employed by Heartwood, an environmental organization based in Bloomington, Ind., where he monitors forestry issues. He is a charter member and former co-chair of the Citizens Advisory Board (CAB). He is the current chairman. Donham is a musician and was a professional artist before joining Heartwood.

Ingram is a resident of Marshall County. She is a former project manager for a construction firm that was a subcontractor to Bechtel Jacobs Company LLC. Ingram is an artist who currently is working on a book. She holds an associate’s degree from the University of Kentucky and is a past member of the National Association of Women in Construction. She chairs the public involvement subcommittee.

Jones is employed as a training coordinator by Weskem LLC, Bechtel Jacobs Company’s subcontractor for waste operations. She lives near Lovelaceville. Jones has worked for 25 years at the PGDP and is a charter member and former co-chair of the CAB. Before joining Weskem, she was involved in environmental compliance issues, engineering and plant operations. She holds bachelor’s and master’s degrees from Murray State University.

Kemp is the owner of Kemp Financial Services in Paducah. She has an associate degree from Paducah Community College and is working towards a bachelor’s degree. Kemp founded the domestic violence shelter, which serves this area, in the late 1970s. She is active not only in the domestic violence arena, but also child abuse, elder abuse, historical preservation, human rights, and education. She works on the national, district, state, and local levels in various charitable, professional, and political organizations. Kemp also writes two columns for a newspaper, one on finances and another on books. She chairs the board’s waste operations task force.

Lamb is a resident of Kevil. He owns Lamb Wheel Alignment, a small business located near the plant site. He is a lifelong resident of the area and graduated from Heath High School. Lamb is also an active member of a local environmental group and a charter member of the CAB.

Long is a retired teacher who lives adjacent to the PGDP site on the same farm where she was born. She taught for 38 years at Heath Middle School and Heath High School. She was active in Kentucky Education Association (KEA) and National Education Association issues while teaching and remains active in the KEA-retired. Long also is active in church work and is her church’s organist. Before becoming a charter member of the CAB, she was a member of the plant’s Neighborhood Council. She chairs the board’s surface water task force.

Raper is a retired U.S. Army aviator who moved to West Paducah after his retirement. A native of North Carolina, he has a bachelor’s degree from Cameron University in Lawton, Okla. Raper has served on a number of community advisory boards in the past. He is chairman of the board’s finance subcommittee.

Rhodes is a teacher at Massac County High School in Metropolis, Ill. He lives in Brookport, Ill. Rhodes holds bachelor’s degrees in art and education and a master’s degree in ceramics from Southern Illinois University. He is a native of western Kentucky and taught in Kentucky schools before moving to southern Illinois. He is active in local environmental groups. He is a former chairman of the CAB and currently chairs the community concerns subcommittee.

Scott is a resident of Paducah. She operates Care Bears, a daycare center, and is part owner of Diversity on the Go, a monthly newspaper based in Paducah. She is a member of several community organizations and is an actress who has performed with the Market House Theatre in Paducah. She is a graduate of Prime 2000, a minority leadership program, and Leadership Paducah. She has an associate’s degree and is Third Vice President of the Paducah chapter of the NAACP.

Smart is a resident of Paducah. He holds a Ph.D. in engineering and is an assistant professor of chemical engineering at the University of Kentucky School of Engineering in Paducah. Prior to coming to Kentucky, he taught at the University of Texas and worked for 16 years at IBM, with an emphasis on environmental activities. He is an expert on environmental monitoring and conducts monitoring around the plant site in conjunction with the University of Kentucky. He chairs the board’s groundwater task force.

Tanner is a resident of Metropolis, Ill. He is superintendent of the West McCracken Water District, which services residents near the plant. The district also provides water to many plant neighbors under DOE’s water policy, which requires him to work closely, both with the affected community and DOE and its contractor. He has an associate’s degree.

Waldrop lives in Paducah, where he is pastor of St. Aldergate United Methodist Church. He holds a bachelor’s degree from Lambeth University, a master’s degree from St. Andrews University (Scotland), a master’s from Duke University, and a Ph.D. from Wesley Theological Seminary. He is a member of the Paducah Human Rights Commission, a director of the Salvation Army of Paducah, a director of Abraham Hall (a local shelter for runaway youth), and a member of the Western Baptist Hospital Advisory Board.

The Board also has five ex-officio members representing federal and state agencies. The ex-officio members are: Seaborg; Carl Froede, U.S. Environmental Protection Agency Region IV office, Atlanta; Dr. John Volpe, Kentucky Radiation Control and Toxic Agents Branch, Kentucky Department for Public Health, Frankfort; Tuss Taylor, Division of Waste Management, Kentucky Cabinet for Natural Resources and Environmental Protection, Frankfort; and Jim Lane Jr., Kentucky Department of Fish and Wildlife Resources, Frankfort.
