LARRY CLARK RECEIVES NATIONAL AWARD
FOR PUBLIC SERVICE EXCELLENCE
Reindustrialization Leadership Recognized

OAK RIDGE, Tenn. - The Council for Excellence in Government has awarded Larry W. Clark of the U.S. Department of Energy’s Oak Ridge Offices Office with its Public Service Excellence Award.  Clark, who serves as Assistant Manager for Nuclear Fuel Supply, received the honor at ceremonies held September 22 in Washington, D.C.

“We are very proud of Larry Clark and the many accomplishments of the reindustrialization program,” said Gerald Boyd, Manager of the Department of Energy’s Oak Ridge Offices Office.  Clark was cited for his leadership efforts and achievements in redeveloping the East Tennessee Technology Park, a federal DOE site that is being transformed to a private industrial park.  

Clark was named a Senior Fellow to the Council’s Program in 1996.  He was one of two recipients from among nominations received throughout the federal government for the Public Service Excellence Award.  The award focuses on recognizing leaders who have made a significant difference in the lives of citizens through government actions or programs.  The recipient must have had a principal role in defining the nature of results, outcomes, or benefits and/or in leading an agency or team to focus and achieve the outcome. 

Results of the Reindustrialization effort have been noteworthy since the program began in 1996.  Cost savings and avoidance to the taxpayer have been realized primarily through bartered environmental cleanup of the ETTP site.  In addition, new jobs have been created by companies moving into manufacturing, laboratory, and office space made available to private industry through leases.

“This award really goes to those who have worked diligently to make the program successful,” said Clark.  “They include people at the Department of Energy, the Community Reuse Organization of East Tennessee, and Bechtel Jacobs Company who all continue to work hard and deserve much appreciation.”

Prior to joining the Reindustrialization Program, Clark served as Deputy Site Manager of the K-25 Site Office from 1992 to 1995, and in various positions in ORO's Environmental Management Program including Chief of the Waste Operations and Technology Branch in 1991.  He came to the Department in 1984 from the Clinch River Breeder Reactor Project Office.  He previously worked as an engineer in the Tennessee Valley Authority's nuclear power program.

A native of Arkansas, Clark graduated from the University of Arkansas with a Bachelor of Science degree in Civil Engineering, and received a Master of Science degree in Industrial Engineering at The University of Tennessee in 1989.

Clark is a licensed Professional Engineer in Tennessee, and a member of the American Society of Civil Engineers.  Larry and his wife Rhonda, along with their daughter Jennifer, and son Patrick, reside in Kingston.

The Council of Excellence in Government is a national non-partisan organization dedicated to the improvement of the performance of government.  The organization helps to create stronger public sector leadership and management, driven by innovation and focused on results; and increased citizen confidence and participation in government, through better understanding of government and its role.  Former Presidents Carter, Ford, Bush, and Clinton are honorary chairs of the Council.
