The Contracts Administration Team oversees and administers the DOE Prime Contract with Wackenhut Services - Oak Ridge. This contract includes over 600 security professionals executing a variety of security services for all activities on the Oak Ridge Reservation, including the Federal Building Complex. These services include provision of Protective Forces to the four major sites, and provision of technical resources in the areas of Information Security and Personnel Security.
The Information Security Team provides oversight and advice for the protection of information regardless of form. The security programs within this team include Classified Matter Protection and Control, Protection of Unclassified Controlled Nuclear Information, Cyber Security, Technical Surveillance Countermeasures, Classified Automated Information Systems Security, and Operations Security. As can be seen from these program titles, this team is involved in providing advice and assistance in protecting the full range of unclassified and classified information in documents, residing on computers, and transmission via radio signals.
The primary role of MC&A is to help prevent and detect the theft of nuclear material. The MC&A function also supports safety and operational objectives at nuclear facilities and provides transaction, inventory, and material balance data to the Nuclear materials management and Safeguards System (NMMSS) to comply with safeguards agreements between the U.S. and the International Atomic Energy Agency (IAEA), and agreements for cooperation with foreign entities.
Using established guidelines and the "whole person concept," we evaluate and adjudicate information developed on people in personnel security clearance investigations or in other ways, in order to make access determinations that are in the best interest of national security. We also provide personnel security program support and visitor control/foreign travel program support to DOE/ORO, Portsmouth, Paducah and Thomas Jefferson National Accelerator Facility.
The Security Oversight and Support Branch provides security program support to the Operations Office and its contractors and subcontractors. Support includes the conducting of site security surveys, providing foreign ownership control and influence determinations, (FOCI), and facilitating the development and validation of Site Safeguards and Security Plans (SSSPs). The branch provides on a daily basis security advice on all aspects of security to line management. It also maintains the automated Safeguards and Security Information Management System (SIMMS) for Oak Ridge security interests. This Departmental system registers all security interests, identifies and tracks deficiencies to resolution, and records essential information like classified mailing addresses, and type and level of security interest approved for a facility.
